    Hello!  Welcome to the Legislative Affairs page.

    This space will be used to inform members of impending legislation, opportunities to comment on proposals, and promulgation of laws impacting the profession.  Postings on the Legislative Affairs page of the RMS website will provide more in-depth information on select topics.

    Here is a brief summary of the goals which have been established for the Committee for this year:

    • Tracking and reporting on issues related to health and safety which are undertaken by the Colorado Legislature;
    • Making members aware of addendums, revisions, and new CDPHE requirements; and,
    • Keeping tabs on OSHA activities both at the federal level and in this region.

    All comments, questions, and suggestions are welcome!  If interested in helping track activities at either the federal or the state level, contacting legislative members to discuss issues, or in reviewing proposed legislation and generating summaries for our members, please contact me.

    OSHA Activities

    On July 28th, OSHA published a long anticipated new standard which addresses crane and derrick use.  The new rule is designed to prevent the leading causes of fatalities, including electrocution, crushed-by/struck-by hazards during assembly/disassembly, collapse and overturn.  It also sets requirements for ground conditions and crane operator assessment.  In addition, the rule addresses tower crane hazards, addresses the use of synthetic slings for assembly/disassembly work, and clarifies the scope of the regulation by providing both a functional description and a list of examples for the equipment that is covered.

    OSHA held a stakeholder Web chat on the new cranes and derricks rule July 28. A replay of the Web chat is available at www.dol.gov/dol/chat/chat-osha-20100728.htm.

    The complete rule is available at http://www.ofr.gov/OFRUpload/OFRData/2010-17818_PI.pdf.  The regulation text is available at http://www.osha.gov/cranes-derricks/index.html.  The new rule will take effect on Nov. 8, 2010.
